Dr. Hernandez-Gutierrez named Assistant Superintendent for Human Resources
With over 20 years of experience in public education, Dr. Josie Hernandez-Gutierrez brings a track record of transformational leadership to the role.
Waco ISD Superintendent Susan Kincannon has announced that Dr. Josie Hernandez-Gutierrez has been selected as the district’s next assistant superintendent for human resources. In this role, Hernandez-Gutierrez will lead efforts to reduce the district’s teacher turnover rate, which was nearly 10 percentage points higher than the state average in the 2018-2019 school year. She will also oversee strategic planning and implementation for human resource programs including performance appraisals, compensation and employee relations.
“It’s an honor to have been selected to lead the office that focuses on talent in our district,” Hernandez-Gutierrez said. “I’m excited to join the Waco ISD family in its effort to become a best-in-class district. I look forward to building relationships, learning about strengths and opportunities, and cultivating a collaborative culture.”
A public school educator since 1995, Hernandez-Gutierrez spent more than a decade as a classroom teacher, assistant principal and principal in Fort Worth ISD. Additionally, she provided leadership for more than 20 schools in Fort Worth ISD as the director of school leadership and district steward. Dr. Hernandez-Gutierrez was also assistant superintendent for school leadership in Dallas ISD and chief of schools for Spring ISD. Most recently, she has served as CEO and educational consultant for Proactive Leaders, an education consulting firm, providing extensive support to the University of Virginia’s School Turnaround Program and Leadership in Education Program to foster systemic thinking and change management in schools across the nation.
“As someone who has led a variety of campuses, including turning around struggling campuses, I am confident that Josie will be a resource and a source of support for our principals,” Kincannon said. “She understands that keeping outstanding teachers in our classrooms and recruiting top talent when there are vacancies are critical to our students’ success. Moreover, she knows firsthand what it’s like to walk in our principals’ shoes.”
Hernandez-Gutierrez received both doctorate and master’s degrees in education administration from the University of North Texas and a bachelor’s degree in education from Texas Christian University.
Dr. Rhonda McWilliams, who has been serving as the interim assistant superintendent for human resources since October 2019, will continue to support the district and ensure a smooth transition when Hernandez-Gutierrez begins her role on Feb. 18.
