• The Texas Education Agency describes its Lone Star Governance initiative as "a continuous improvement model for governing teams (boards in collaboration with their superintendents) that choose to intensively focus on one primary objective: Improving Student Outcomes."     Adoption of the Lone Star Governance model begins with a two-day workshop where trustees and the superintendent focus on practices that improve student outcomes and begin to identify student outcome goals to guide their work. For Waco ISD, this initial conversation took place in November 2016.

    The Waco ISD Board of Trustees has adopted three such goals with a series of goal progress measures to track the progress toward each each goal.

     

    Goal 1:  Increase the percentage of third grade students reading on grade level as measured by STAAR from 54% to 83% by 2020.

    Goal Progress Measure 1: Increase the percentage of kindergarten students reading on or above grade level as measured by the Measures of Academic Progress from 45% to 65% by 2020. Annual growth in kindergarten:

    Goal Progress Measure 2: Increase the percentage of first grade students reading on or above grade level as measured by the Measures of Academic Progress from 45% to 70% by 2020. Annual growth in first grade:
