Comparability Report

  • Section 22.004 of the Education Code requires that districts offer employee health care coverage that is comparable to HealthSelect, the coverage provided to state employees.  The law also specifies certain reporting requirements.

    In even-numbered years, school districts that do not participate in TRS-ActiveCare must make a comparability determination and report to the Teacher Retirement System of Texas (TRS) whether it offers health care coverage that is comparable to HealthSelect and whether it is in compliance with all other requirements of Section 22.004.

    By April 1, 2014, Waco ISD is required to prepare two reports.  Report number one is based on the district’s group health coverage in effect during the plan year and includes information on the schedule of benefits, appropriate documentation on the school district’s group health coverage, premiums, number of employees covered, and information regarding report number two.  Report number two is the actual signed Comparability Report Form.  This form certifies and includes a compliance statement that the District provides health care coverage to its employees that is comparable to HealthSelect and that it has complied with the other requirements of Section 22.004 of the Education Code.

    The Texas Education Code section 22.004(d) requires each school district in the State of Texas to make available to its employees group health coverage with a provider licensed to do business in Texas by the Texas Department of Insurance or a risk pool established under Chapter 172 of the Texas Local Government Code.

    Waco ISD provides eligible employees three health insurance plan options through United Health Care.  

    The District has approximately 2,288 eligible employees with 1,904 enrolled in any one of the available plans.

    Waco ISD provides health care coverage to its employees comparable to HealthSelect and is in compliance with the other requirements of Section 22.004 of the Education Code for the 2020 plan year.  The 2020 Comparability Report Form was completed without undue effort.

    The law requires that Report number one be available for review, together with the policy or contract for the group health coverage plan, at the central administrative office of each campus associated with or in the district, and must also be posted on the district's website.
