Redistricting
The Waco ISD Board of Trustees consists of five single-member districts and two at-large positions. After each Census, the board is required to review the population of its single-member districts. If the population of the most populous district exceeds the population of the least populous district by more than ten percent, the board must adjust the boundaries to equalize the population of each single-member district.
Following the 2020 Census, the population of the most populous single-member district, Trustee District 3, was 24,243, and the population of the least populous district, Trustee District 1, was 19,457 - a difference of more than ten percent. As a result, the board was required to adjust the boundaries of its single-member trustee districts to balance population.
Throughout the fall of 2021, the board considered potential changes to the boundaries for the single-member trustee districts and sought input from the community. In November, the board adopted revised boundaries, which reduced the difference in population between trustee districts.

Changes from 2011 to 2021
Trustee District 1
A. This area, which is bordered (more or less) by Gurley Lane, South Fourth Street, East Garden Drive and the Brazos River, moved from Trustee District 3 to Trustee District 1.
B. This area, which is bordered (more or less) by Primrose Drive, South 24th Street, Gurley Lane and South 21st Street, also moved from Trustee District 3 to Trustee District 1.
Trustee District 2
A. This area, which is bordered (more or less) by Edna Avenue, North 30th Street, Lyle Avenue and North 25th Street, moved from Trustee District 4 to Trustee District 2.
Trustee District 3
A. This area, which is bordered (more or less) by Gurley Lane, South Fourth Street, East Garden Drive and the Brazos River, moved from Trustee District 3 to Trustee District 1.
B. This area, which is bordered (more or less) by Primrose Drive, South 24th Street, Gurley Lane and South 21st Street, also moved from Trustee District 3 to Trustee District 1.
C. This area, which is bordered (more of less) by University Street/Daughtrey Avenue, South Fifth Street, La Salle Avenue and South Third Street moved from Trustee District 3 to Trustee District 5.
Trustee District 4
A. This area, which is bordered (more or less) by Edna Avenue, North 30th Street, Lyle Avenue and North 25th Street, moved from Trustee District 4 to Trustee District 2.
B. This area, which is bordered (more or less) by Sanger Avenue, Towne Oaks Drive, Waco Drive and Valley Mills Drive, moved from Trustee District 5 to Trustee District 4.
Trustee District 5
A. This area, which is bordered (more of less) by University Street/Daughtrey Avenue, South Fifth Street, La Salle Avenue and South Third Street moved from Trustee District 3 to Trustee District 5.
B. This area, which is bordered (more or less) by Sanger Avenue, Towne Oaks Drive, Waco Drive and Valley Mills Drive, moved from Trustee District 5 to Trustee District 4.
