Call for Quality Schools
This year, Waco Independent School District is fully focused on supporting all campuses in becoming the high-performing schools we know they are capable of being. We are all in on this goal, and our primary commitment is to strengthen schools through district-led improvement efforts. The plans developed and shared with the community this fall remain our guide, and the district is investing significant resources, leadership capacity, and instructional support to ensure success across Waco ISD.
As part of that plan, and in alignment with Texas Education Agency guidance, Waco ISD has developed a Call for Quality Schools. The Call invites organizations with experience operating high-quality schools to submit an application to the district while providing the district an opportunity to identify high-quality, mission-aligned partners. This Call is not a shift in direction, nor does it signal a predetermined outcome. Rather, it is a required and responsible step to ensure the district is prepared to act where additional intervention is or could be required.
Interested organizations must complete the Waco ISD Call for Quality Schools Application and submit it to Deputy Superintendent Dr. Melissa King-Knowles by email February 12, 2026.
The Call for Quality Schools is grounded in rigorous authorization, accountability, and sustained improvement, consistent with Texas Education Code §§11.174 and 48.252 and Waco ISD Board Policy ELA (LOCAL). Over the past year, the district has undertaken substantial leadership renewal, organizational restructuring, and instructional reform to address longstanding challenges. This Call represents prudent planning alongside ongoing reform, intentionally establishing a high bar for any potential operating partner at strategic elementary campuses.
