Through franchise agreements, the City of Waco has been granted PEG (public, education, government) channels on Time Warner Cable and Grande Communications. Channel 17 has been granted to the Waco Independent School District on both cable providers.

 Programming and operation of the channel is the sole responsibility of the WISD-TV Producer, Jesse Botello.
