Flexible Spending Account

Waco ISD is happy to offer eligible employees the opportunity to participate in a flexible spending account.

A flexible spending account is a tax advantaged savings account set up through Waco ISD and First Financial Group of America, the district's third party administrator, to allow tax free savings for qualified medical expenses.

Participation in the district's FSA is strictly voluntary. Employees may enroll to participate during the district's annual open enrollment period.

PLEASE NOTE: Effective January 1, 2009 every employee who enrolls in Blue Cross Blue Shield through Waco ISD will receive a $10 per month up to $120 (for employees who were eligible for coverage effective January 1, 2009) flexible spending account. This is an employer paid benefit for 2009.

Employees who waive major medical health insurance through the District may also choose to enroll in the Alternative FSA. The Alternative FSA is a district contribution plan in which the district will contribute $100 per month to an employee's FSA account only if the employee waives the District's major medical health insurance because the employee has major medical insurance coverage through another source.

Employees may sign up for this benefit during the District's annual open enrollment.

How long do I have to use my funds in my FSA/MRA? What is the plan year term? The plan year runs from December 1 through November 30 of each year, but the law allows for an extention. You must use all the money in your account by November 30th, but the IRS has allowed for an extention so the very last day would be February 15. If you do not use all the funds, you will lose the money in the account. IRS Publication 969 -- FSA
How do I file a paper claim? FSA Reimbursement Voucher form... Use this form to get reimbursed for a qualified medical expense. All voucher forms must be accompanied by the statement you received when the service or product was provided or an insurance company's statement of benefits provided by an independent third party. How do I get a Flex Smart Debit Card? You may request a Flex Smart Debit card by completing the Smart Flex Agreement form. This form will need to be sent directly to First Financial, the District's TPA for processing.

How do I check medical expenses that I have already claimed on my Smart Flex Card? You can check all the charges you have made against your Smart Flex card online. The transactions you see will not included vouchers you have submitted to be reimbursed by First Financial. (Instructions: to check your Smart Flex transactions you will need need to use your social security number for the login and last four numbers of your social security card for the password. How do I check my FFGA FSA account online? Employees who currently participate in the district's FSA can check their account online. This will include both voucher reimbursement request and charges made on your Smart Flex card. (Instructions: Employees must sign up as a first time user, then they will be sent an email with a username and password.)
