On April 25, 2013, the Waco ISD School Board adjusted school attendance zones to alleviate overcrowding at some schools and to better distribute the student population among District facilities.
Most affected by the redrawn attendance zones are Bell's Hill Elementary, West Avenue Elementary, Crestview Elementary, Parkdale Elementary, Cesar Chavez Middle and Indian Spring Middle. However, the domino effect of adjusting those zones also caused minor changes to others.

Grandfathering Option
A students may request to remain at his/her current school by meeting the following criteria:
- The student has attended his/her current school for the past two years and will be entering grade 5, 8, 11, or 12 in the 2013-14 school year.
- District records indicate that as a result of the 2012 rezoning, the student was moved to a new school for 2-12-2013 and is being moved for a third time in 2013-2014 as a result of current rezoning.
To initiate the grandfathering option, parents must submit the Grandfathered Transfer Application by June 30, 2013 to their current school. A campus will accept transfer requests until it reaches 95% capacity.

Transfer Option
Waco ISD Board Policy FDB(Local) provides a transfer option to any student. Approval of the transfer is based on space availability at the requested school. If the transfer is approved, parents are responsible for transporting the child to and from the receiving school.

Choice for Estella Maxey Residents
Waco ISD is dedicated to serving the needs children. Previously, all students living in the Estella Maxey on Herring Avenue were zoned to
attend J.H. Hines Elementary. Parents living
in Estella Maxey have options when enrolling their children including J.H. Hines, Provident Heights, Kendrick, Parkdale, Crestview, Mountainview, Hillcrest PDS and Lake Air Montessori.
