  • Approved minutes from the February 6, 2008 board workshop.
  • Approved 2007-2008 budget amendments:
    • State and federal programs will reallocate $1,000 from instruction to social work.
    • Viking Hills Elementary will reallocate $70 from instruction to staff development.
    • University High will reallocate $3,500 from instruction to school leadership.
    • Brazos Middle will reallocate $140.44 from school leadership to maintenance.
    • A.J. Moore Academy will reallocate $433.42 from instruction to maintenance.
    • Viking Hills Elementary will reallocate $1,010 from instruction to school leadership.
    • J.H. Hines Elementary will reallocate $200 from instruction to security.
    • A.J. Moore Academy will reallocate $2,000 from instruction to staff development.
    • Doris Miller Elementary will reallocate $700 from instruction to staff development.
    • Lake Air Middle will reallocate $700 from school leadership to counseling.
    • Curriculum will reallocate $4,320 from instruction to instructional leadership.
    • Doris Miller Elementary will reallocate $700 from instruction to maintenance.
  • Tabled the decision to designate the North Fourth Street property as surplus.
  • Approved continuation of the plan to endorse Waco ISD teachers for National Board certification.
  • Approved the revision of the current employment contracts to the most recent model contracts recommended by The Texas Association of School Boards legal services.
  • Approved the award of contract for security patrol services to Texas Star Security through February 28, 2009.
  • Approved bid renewal for fire protection equipment and maintenance services to A-1 Fire and Safety through February 28, 2009.
  • Approved contract renewal for Child Nutrition linen services and mop cleaning services for the campus cafeterias to Mission Linen Service through February 28, 2009.
  • Approved contract for real estate agent services to Coldwell Banker Jim Stewart, Realtors.
  • Approved a tuition rate of $4,109 per pupil for pre-k through 12th-grade students for the 2008-2009 school year.
  • Approved the election order and polling places for May 10, 2008 Board of Trustees election. The estimated cost of the election to Waco ISD is $32,058.04.
  • Approved the agreement for a joint election with the City of Waco and McLennan Community College on May 10, 2008.
  • Approved the contract with the McLennan County elections administrator to conduct the May 10, 2008 election. The estimated cost of the election is $117,734.51. Waco ISD's portion of the election cost is $32,058.04.
  • Denied recommendation to reconfigure grade spans.
  • Approved the 2008-2009 school calendar and associated waivers:
    • start of the 2008-2009 school year on August 25, 2008;
    • three waivers for staff development on October 6, January 5, and February 16;
    • spring break during the week of March 9, 2009, aligned with Baylor University and McLennan Community College.
  • Approved the adoption of the International Baccalaureate Primary Year Program (Elementary) to begin with teacher training at a Waco ISD elementary campus.
  • Accepted gifts to Waco ISD:
    • Kendrick Elementary received playground toys, park benches and tables valued at $2,364 and $5,800 cash for playground equipment from the American Income Life Insurance Company employees.
    • Kendrick Elementary received $5,000 from the Kendrick PTA to purchase playground equipment for the campus.
    • Waco High choir program received $2,500 from Mr. and Mrs. Bernard Rapoport to assist in travel for the choir.
    • A.J. Moore Academy received $5,400 from the Waco ISD Education Foundation for two TI84 calculators as a designated gift from Mr. and Mrs. Malcolm Duncan.



Monthly Financial Report: As of January 31, 2008, the financial report showed $55,704,127 in revenue and $48,521,372 in expenditures with expenditures exceeding revenue by $7,182,755.

Superintendent's Report: Dr. Roland Hernandez, superintendent of schools, congratulated Dr. H.T. Sanchez, principal of Waco High, and the Waco High mock trial team. The Waco High mock trial team successfully defended their regional title and will advance to the state competition.

Update on the development of the five-year facilities master plan
Sheryl Davis, assistant superintendent for business and support services, and Kerri Ranney, director of the Austin office of PBK, Inc., presented an update on the progress in developing the district's five-year facilities master plan.



There were no guests during the "Audience for Guests" portion of the meeting.

Pledge of Allegiance
Doris Miller Elementary students Destiney Curry, fifth-grade, and Cameron Silmon, fourth-grade, led the pledge of allegiance. Belinda Rubio is the principal.


Waco High Mascot Wins National Title
Dr. H.T. Sanchez, principal of Waco High School, introduced JoElla Reinhardt, cheerleading coach at Waco High. Mrs. Reinhardt recognized Claudia Copeland, a senior at Waco High, for winning first place in the Cheer Power Nationals in Galveston, Texas. Miss Copeland won first place in the mascot division of the national event for her presentation of "Leo's Dance Studio."
She was the first mascot to win a national championship in Waco High's history. Miss Copeland thanked Waco ISD for the opportunity and she thanked her mom.

A.J. Moore Student Among Nations' Elite
Dr. Debra Bishop, principal of A.J. Moore Academy, recognized Daniel Scott, a senior at A.J. Moore Academy, for being recognized as one of 1,600 students in the United States to be named a finalist in the National Achievement
Scholarship Program through the National Merit Scholarship Corporation. Dr. Bishop introduced Mr. Scott and his parents, Mr. and Mrs. George Scott. Mr. Scott is also the battalion commander of the A.J. Moore J.R.O.T.C.

Keep Waco Beautiful Award
Kay Metz, director of development and community partnerships, introduced Gretchen Eichenberg, board of director member of Keep Waco Beautiful. Mrs Eichenberg recognized Tennyson Middle as the "Campus of the Month" in appreciation of their environmental and beautification efforts. Principal Robin Wilson accepted the award.
