- Recessed the board meeting at 8 p.m. to hold a public hearing for the district's after school programs as required by the Texas Workforce Commission. Brenda Hummel, director of student management, presented information on after-school programs for the 2005-2006 school year. Waco ISD offers after-school programs at all elementary and middle school campuses and also at Waco High. No one from the public addressed the board and the regular board meeting was resumed at 8:11p.m.

- Approved 2004-2005 budget amendments:
- A.J. Moore Academy will transfer $2,670 from instructional to school leadership.
- University Middle will transfer $1,156.46 from instructional, school leadership and security to guidance and counseling and staff development.
- The Challenge Academy will transfer $57,879.92 from instructional to juvenile justice alternative education.
- The athletic director will transfer $12,247.87 from extracurricular to security.
- The general fund will transfer $2,916.13 from insurance recovery to instructional at Dean Highland.
- The general fund will transfer $2,351.14 from rental revenue to maintenance.
- The Waco ISD athletic complex will transfer $13,216.94 from extracurricular and maintenance to extracurricular, security and maintenance.
- Waco ISD fine arts will transfer $3,302 from instructional leadership to extracurricular.
- Tennyson Middle will transfer $325.66 from security and school leadership to instructional.
- Advanced academics will transfer $7,573.65 from instructional leadership and extracurricular to instructional.
- Approved Everyday Math program pilot at six campuses: Brook Avenue, Doris Miller, J.H. Hines, North Waco, South Waco and West Avenue. The program will cost the district $221,719.06 for a one-year implementation.
- Approved the employment of individuals related to administrators.
- Approved the district's appraisal calendar for classroom observations for the 2005-2006 school year.
- Approved Waco ISD staff designated to conduct teacher appraisals for the 2005-06 school year.
- Approved the revised recommendation for the selection of health instructional materials.
- Approved the statement of impact pertaining to the Rapoport Academy Preparatory School's proposal to serve 300 students in the ninth through the 12th grade, beginning in the fall of 2006.
- Approved bid awards:
- Awarded bids to nine vendors for custodial supplies warehouse stock. Those vendors are: Gulf Coast Paper, Genesis II, Lone Star Tissue, Pro Star Industries, Prime Source, Xpedex, Talley Chemical, Olmstead-Kirk and Pyramid School Supplies.
- Security services for the Waco ISD sports complex during the 2005 football season and playoff games to Texas Star Security.
- Approved contract renewal for Texas Star Security for courier services for one additional year through May 31, 2006.
- Approved contract renewal with Daytime Campus Security for one additional year ending July 31, 2006.
- Approved contract renewal with Diane Nowlain of Southern Comfort Catering for concession manager for an additional one-year term through July 31, 2006.
- Approved contract renewal with Central Records Management for one additional year ending July 31, 2006.
- Approved contract renewal with Jack-of-All-Trades and Placements Unlimited for temporary employment services for one additional year ending July 31, 2006.
- Approved sole source purchase of the Great Body Shop health materials from Children's Health Market.
- Accepted gifts to Waco ISD:
- Tom Salome donated $2,000 to G.L. Wiley Middle for a history study trip.
- S.B.C. donated $2,500 to G.L. Wiley Middle for a history study trip.
- Rapoport Foundation donated $5,500 to G.L. Wiley Middle for a history study trip.
- TXU donated $2,500 to G.L. Wiley Middle for a history study trip.
- Wells Fargo Bank donated $2,320 to the district.
- Baylor University donated $30,000 in equipment and training materials to Cesar Chavez Middle for the Learning English Among Friends program.
- Approved the bid award for instructional supplies and warehouse stock via the casting of lots.
- Approved the district's membership in the T.A.S.B. electricity aggregation program, pool 7, for retail electricity services.
- Approved transportation agreement with Durham Transportation to complete the fourth of a five-year contract. The rates for the 2005-2006 school year will remain the same as the previous two school years.
- Approved the employment of the following administrators:
- Aaron J. Pena, assistant principal at University High.
- Jerry Johnson, assistant principal at G.W. Carver Academy.
- Colette Pledger, assistant principal at Mountainview Elementary.
- Alfreda E. Love, assistant principal at West Avenue Elementary.
- Henry Palmeter, English language arts specialist for Waco ISD.
- Mary Senter was reassigned from community resource coordinator to publication specialist.

Monthly Financial Report: As of June 30, 2005, the financial report showed $82,112,135 in revenue and $82,777,226 in expenditures with expenditures exceeding revenues by $665,091.
Development Report: Kay Metz, director of development and community partnerships, reported gifts to the district in the amount of $111,053.31 for the second quarter months of April, May and June.
Information Management System Report: Phil Brasher, director of purchasing, presented bid information on the quote award for an information management system for the Waco ISD police department. When a bid exceeds $10,000 but is less than the mandatory minimum bid limit of $25,000, administrative action may be taken on purchases of capital items and supplies. Tyler Technologies of Lubbock, Texas submitted the lowest quote and was awarded the purchase of the information management system.
Low Ropes Course for Fish Camp Report: Phil Brasher reported that fish camp will be held on July 27 through July 29, 2005 at the Anniversary Park and Miss Nellie's Place in Cameron Park. The cost of the low ropes course is $12,860, which included the services of McCray Creations as facilitator.

Cesar Chavez students Justin Gonzales, eighth-grade; Michael Lopez, eighth-grade; and Jonathan Lopez, eighth-grade; led the pledge of allegiance. Alfredo Loredo is the principal. Larry Holze from the Rotary Club of Waco presented the school library with a check for $220.
Dale Caffey, public information officer, presented a Waco High diploma to World War II veteran, William Charles Furrer, who quit school in 1943 to join the armed forces. Superintendent Jerry Major introduced Eddie Dean Frederick, the new principal at G.L. Wiley Middle. 
Felicia Goodman Chase of MCYC informed the board of the collaborative effort between Waco ISD and Kids' Health Campaign to provide information to parents of children in need of health insurance. 
John Kelleher addressed the need for improvement to the Waco ISD web site.
Rodrigo Barnes addressed the board about the district's accountability and the need to recruit more minority administrators.
